As this is a specific replacement bulb designed for a particular tank, the wattage is matched to that fitting rather than being something that can be increased — so it's worth knowing that a lower wattage here is by design rather than a fault. Wattage also measures power use rather than light output, so an LED replacement can sometimes look dimmer than an older bulb while still being correct for the unit.
