Its a marketing gimmic
I can get the same prices from many others at normal rates its not genuine two for one. It simply means pay the same price its just packaged as 241.

Our 241 pricing is based on the cruise lines full price (not discounted), unfortunately we are not in control of further dynamic discounts the cruise lines may offer to retail customers. However we are always striving to offer the best possible 241 deals to our customers.
