Tried to organise travel insurance online with Leisure Guard. Upon putting in my credit card details, the website came up with an error message, said that payment had not been taken & to try again....

I apologise for the inconvenience this has caused. We are currently investigating this as a matter of priority as there should have been protocols in place to prevent this from happening. A full website review is underway to identify the root cause of the error.
This could explain why the advisor you spoke to had little knowledge of the error or the steps to rectify this, such is its irregularity. Again, this will be fed back to ensure that this training gap is addressed.
I can see that both payments have been refunded to you now and i apologise again for the inconvenience caused.
