The range given is 9°C - 14°C 48°F - 57°F. A 5/4 wetsuit is commonly referred to as a winter wetsuit for watersports, so I am very suprised to hear that you are cold even when swimming at the surface in water termpatures that are 17 degrees, but of course temperatures are subjective. Scuba Dvier Magazine give the temperature range for a wetsuit of 5mm below.
