Bilbao was fine but there were three of us paying £30 each for a coach there and back. With hindsight it would have been a lot cheaper to get a taxi/Uber from the cruise ship to Bilbao and back.

It was a great experience but it was too rushed for me.
P&O did explain that it was beyond their control but it was not value for money as we had all of 5 minutes to enjoy the view and take photos...
