Seem to be able to always cope

Premium doesn't just go up each year. Emailled difficulties are fixed. I had completely confued their comuter but an email I sent explaining what I had tried to do was enough for it to be resoleved.

Easy to obtain and amend. Negative - Very broad bands for council precepts. Maybe increase them in thousand pound steps rather than 10k
