From your description, the bit of plastic sticking out sounds like it may be the plastic security tag, which is simply there for transit and is designed to be removed before use rather than being a fault with the ball itself. Some dogs take to flavoured nylon bones straight away while others stay indifferent, and it doesn't always track with loving the same flavour elsewhere — the firmer nylon texture just isn't to every dog's taste. If they're not keen on nylon as a material, it might be worth trying a different format altogether, such as a rubber chew you can fill with peanut butter, which often suits dogs who turn their noses up at a solid nylon bone.
