Kuka voi jättää Feefo-arvostelun?

Appalled to find out that national guides bid to take the tour then have to make up their wage by selling optional extra tours. The tour in Xian could only happen if the majority wanted it. The majority did not want it' so tour did not happen. If the majority was for the tour would the 'no's' have had to pay for a tour they didn't want? Guide showed his displeasure that he would not be making money but we didn't know why until later. Did the guides also get a commission on the drinks in restaurants and the sales in the 'factories'?
