Yes, the product is designed to offer cover for any amount required to pay in excess relating to a hired vehicle. If the vehicle you hired did not have an excess payable in the event of any damage, then this would not have been needed.
I am therefore assuming two things. Firstly, that you had a potential claim in the first place but because there was no excess that came with the hire of the vehicle, there are no outstanding irrecoverable costs associated with your hire agreement and secondly that given this product is car hire excess waiver insurance and the vehicle hire agreement did not have any excess, this means the product did not meet your needs.
If you can confirm that there are no further out of pocket expenses associated with the hire, i would be happy to refund the cost of the insurance in full as it did not appear fit for your purpose. Please bear in mind that once the policy is refunded, it is essentially null and void so you would not be able to claim for any further irrecoverable costs associated with the hire.
