Apr 28 Update - Was contacted by Michael on Apr 26 and he immediately looked into the issue. He cancelled the initial order, and reissued it and I received conformation the new order was shipped on Apr 27. Michael also said he would initiate the investigation into the fulfillment partner. He did also liked the suggestion to set expectations of delivery in the order confirmation email, which I was informed (in his email) that based on my location, this would be 5-9 days (still long but understandable). Revising my rating to 4 stars for this outstanding service response.
