OK well username/password or email/validation link are widespread for security sensitive uses, but the bug in your system is that what amounts to a password, because it is essential for logging in (i.e. a telephone number) is an optional. You need to fix this, and you need to tell people exactly what information they will need in order to access the quote. Or you need to move to magic links for quote retrieval.

Then sort it out! Other customers have said the same thing in their reviews. Every time the quote is retrieved, a while new set of inputs is required. Which makes the retrieval process irrelevant. You might as well get a new quote.
