I heard back from the Athens office and now understand the problem better. They do work with local florists, in my case with a florist in Mythimna, but there was a major problem of loss of product which was beyond their control.
They have been sufficiently concerned to let me know the details, and the flowers were much appreciated and appear to be just what I ordered, so I upgrade my assessment given above to ++.
