It was only a two-drawer filing cabinet. If the bottom drawer isn't really full of heavy files, the cabinet tends to tip over when the top drawer is opened.

Thanks for your feedback on this. The bottom drawer needs to be the heavier drawer to avoid the unit becoming top heavy and possibly lead to the above scenario.
