The KEE tester was brand new. They don’t come with a protective cover. The plate has a “mottled” finish, it is not scratched, it is designed like this. We do test each one before dispatch to make sure it works and we also calibrate it. The alternative is to do what other companies do – just post it to unopened you and hope it works.
Regarding import taxes (this being an overseas order). We send an email before processing the order, saying that you will have to pay import taxes and that they are not refundable, and we ask you to confirm that this is OK before we process the order. Similarly, you can see the shipping charge before you buy, so you can decide whether to go ahead.
Finally, the problem with your local postal service. This is something you need to take up with them.
