Pond Dr is specifically formulated to make tap water safe for use in ponds by neutralising chlorine and chloramine when used in accordance with the instructions. It is designed to be safe for pond fish, amphibians, and other pond wildlife, and would not be expected to cause the issues you have described. As there are many factors that can affect pond wildlife and animal behaviour, including water quality, environmental conditions, and other external influences, it is difficult to determine the cause based on the information available.
